Position:- Construction Manager Civils
Location:- Wimbledon with regular travel
Reporting to:- Senior Construction Manager
Purpose of the Role
To take direct responsibility to provide and manage PWay and Civils resources to support the Project Division to meet current and future project requirements and demands.

Key areas of Responsibility & Accountability
Ensure the safety integrity of all activities undertaken by the staff you are responsible for.
Manage project resourcing costs against budget and manage robust records to support this.
Organise, manage and develop robustly, a first class project delivery team and maintain suitable hard copy and soft copy records for regular audit.
Allocate resources within the project, both internal and external, ensuring the required skills are provided and keep the directly employed staff utilisation on or above target
Plan discreet work packages in liaison with the Technical staff to ensure safe delivery of the works on time and on budget.
Business
Accept project budgets and maintain cost control process to support target delivery in accordance with company procedures.
Support the business development activities of the Project Division.
Uphold and support established and agreed ways of working with customers (internal or external) to ensure ongoing feedback on teams performance. Use the feedback to identify outstanding performance and improve poor performance.
Maintain competency management records for all employees and subcontract staff.
Ensure personal site diary maintained with daily events recorded appropriately.
Organisation
Support and participate in an efficient organisational structure, ensuring the right balance between Colas Rail and agency staff where applicable.
Maintain a team of direct reports and ensure that there are as few as possible vacancies in the organisation (with the support of Personnel).
Provide information regarding resource availability and competency for PWay & Civils related bids and/or projects
Team Performance
Establish and maintain a system of scheduling and tracking resource utilisation to ensure that YPROD is on target and take action if internal utilisation is below target. This includes finding external work and flexing staff numbers
Manage the team performance using the Companys Competency Management Framework and Performance and Development process to identify development needs and ensure that everybody across the PWay & Civils organisation has a Personal Development Plan in place to address the skill gaps.
Maintain and update staff Competency Records within the Project Division database.
Make recommendations with respect to career planning and development of the PWay resources.
Ensure performance management of subcontractors and consultants.
Technical
Undertake monitoring and surveillance of construction staff to a predetermined plan each year and provide reports in accordance with company procedures.
Ensure that all resources delivering Pway & Civils construction activities across the Project Division comply with relevant specifications and standards set by the Lead Engineer and the Head of Compliance and Assurance.
Responsible for the supply of staff and supporting resources to the project teams delivering high quality technical services and solutions, improving technical excellence within the Project Division
Support
Interface with the Project Director and the Project Manager to develop integrated services to clients.
Manage processes to optimise operational delivery and also to provide consultative advice on Civils issues where applicable.
Safety & Quality
Ensure by audit and review that all internal resources are competent to undertake their specified works in accordance with all Network Rail and Colas Rail procedures where applicable.
Ensure by audit and review that all external resources (subcontractors) are competent to undertake their specified works in accordance with all Network Rail and Colas Rail procedures where applicable.
Provide for review any PWay & Civils related quality & safety issues.
Person Specification
Essential
Extensive experience managing resources and scheduling multiple projects.
UK wide project flexibility providing on-call support.
Experience of managing a business function with financial accountability
Proven experience of team leadership and influencing staff
Extensive experience of PWay & Civils construction activities with a thorough working knowledge of Network Rail standards
Proven experience of delivering budgets and timescales
Understanding of all other rail disciplines and interface management
Hold full driving license
Desirable
Sound knowledge of budgeting, profit and loss and reporting
