Plant Operators Manager

Qualifications/Skills

• Good organisation & communication skills and PC Literate
• Minimum of NEBOSH General Certificate or equivalent and good understanding of Company Health, Safety and Environmental procedures
• Knowledge of relevant Network Rail Standards, the Train Operations Manual procedures TMM001 to 005 and NR/L2/CTM/025
• Comprehensive working knowledge of the Rail Plant Operating Company in Possessions Licensing Requirements
• Good working knowledge of CDM, LOLER and PUWER as well as other relevant H&S Legislation.
• Experienced in operations with OTP host machines and miscellaneous equipment as an Operator and/or in the Trainer/Assessor roles

Overall Responsibilities

Operational management of the system and process criteria, necessary to ensure company compliance to work as a Network Rail Plant Operating Company in Possessions on Network Rail Managed Infrastructure. Recruit and supply MC/CCs to work under Network Rail NDS Plant POL and directly for Customers. Plan Network Rail NDS Plant operations where required by the customer. Manage company Lift planners and Plant Operation Managers.

Key Roles

• Manage the company competence fraework for lift planers and Plant Operations Managers.

• Attend pre and post-possession meetings, familiarising themselves with contracted and contractor provided work package plans, task briefings and site work plans

• Implement contingency plans, exchanging information with customers and Network Rail regarding: rail plant and infrastructure failures, urgent operating advices, defect reports, conditions of low rail adhesion and severe weather

• Ensure the selection and use of the appropriate Rail Plant and competent Rail Plant Machine Operators for work to be carried out

• Ensure the correct selection and use of Machine and Crane Controllers; defining Machine and Crane Controller responsibilities

• Communicate at all levels with staff within possessions

• Ensure process compliance in Rail Plant pre-use checks, setting up checks, fault reporting and the safe loading/securing of loads

• Identify and monitor on and off tracking locations and the requirements for moving Rail Plant from the on-tracking point to the worksite

• Control and supervise Rail Plant movements

• Observe and apply the requirements of OTP related Standards, (especially RIS-1530 and 1700 PLT) and Train Operations Manual procedures TMM001 to 005

• Monitor and report by audit of compliance with operational arrangements, booking on arrangements, plant preparation, machine handling techniques, speed of plant; taking action when non compliance is identified

• Identify hazards and control measures, possible additional control measures; determining whether control measures are effective and/or whether additional control measures are reasonably practicable

• Liaise with the customer, updating all relevant agencies with all salient information, especially in instances of plant failure and repair

• Take robust action to effect contingency plans and prevent/minimise lost time/production; liaising with the customer and contacting on call staff in the event of an emergency relating to accidents/ or incidents

• Assist the customer where necessary in the management of the correct processes to carry out accident and incident reporting and ‘for cause’ A&D screening
